This piece answered a request for a vehicle in which the public could ask the Oracle questions about the new year. The Man From City Hall was one of two characters (with the Oracle) of a First Night Performance.

The bowler hat and jaw were added to the facade of the building transforming City Hall itself into a character in the festivities, changing the windows of the Council Chamber into the Man's eyes, projected with animated video.

The Question Raiser
The Question Raiser
During the performance the Question Raisers were raised by scissor lift thirty feet up into the jaw of the Man, the stage for asking the Oracle. While talking, the right and left profiles of the Question Raiser were video projected into the eyes and appeared to be talking to each other. Between question, the eyes were animated to peruse the crowd below.
